Kyiv is hoping to bring back thousands of troops who have been absent without leave. They are introducing a new system that allows these soldiers to return to duty with more personal choice. Troops can now use a mobile application to streamline their return. This app helps them bypass much of the usual return process. Instead, soldiers can deploy immediately to a new unit that they prefer. They will also be able to choose their commander.
